AKA Data Modeller, BI Analyst
Collects, organises and studies data to provide business insight. Apply tools and techniques for data analysis and data visualisation; Identify, collect and migrate data to and from a range of systems; Manage, clean, abstract and aggregate data alongside a range of analytical studies; Manipulate and link different data sets; Summarise and present data and conclusions in the most appropriate format. Typical Skills: Apply basic techniques for analysis of research data and synthesis of findings. Translate and communicate accurate information to technical and non-technical stakeholders. Produce data models and understand where to use different types of data models. Understand industry-recognised data-modelling patterns and standards. Use the most appropriate medium to visualise data to tell compelling and actionable stories. Initiate actions, monitor services and identify trends to resolve problems.
The DPP Programme is fundamentally a collection of data driven projects that deal with vast amounts of disparate legacy data that is vital for the delivery of effective policing and is recorded, curated and protected by a legal framework.
The Programme is tasked with making all our critical operational and legacy data available in an efficient manner to all officers and ancillary personnel across all areas of the force.
The DPP projects must deal with the migration of large volumes of data ensuring all data is faithfully and fully moved to its new location and the data stored in these retiring systems is disposed of in accordance with data disposal and security policies and the retiring legacy systems are securely decommissioned.
GMP has no internal Data Analysts and has no identified personnel in either the business departments or the IS Branch that can demonstrate the necessary level of data analysis competence to be able to carry out these data tasks to the required level of detail. These are highly critical skills that are required to deliver successful data-driven projects, and this skills gap was identified early in the lifecycle of the DPP programme. We recruited one data analyst at the outset of the programme, but the breadth of work in the DPP projects is now too great for only one data analyst.
We therefore require a versatile data analyst to work across several projects and to work with data in many of our critical operational and legacy data stores as well as working with data in a wide range of upstream and downstream systems. This work will involve both descriptive statistics and inferential statistics, with an emphasis on developing a highly granular analysis of all data sources, mapping out the journey that all data takes as it moves between systems, and to embark upon a journey of continuous improvement for data quality.
Responsibilities
+ To support the DPP programme through the provision of data analysis services across all projects as required.
+ To develop a detailed technical understanding of all data across operational policing data repositories and all legacy data stores and data warehouses
+ To contribute to the enterprise data strategy through the creation of key data documentation, including:
o Data Dictionaries
o Data Catalogues
o Data Architecture
o Business Data Model
o Logical Data Model
This includes the following key activities/workstreams in the DPP Programme:
+ Analyse data in all key operational systems and develop documentation that describes all data objects and their operational function
+ Develop the data dissemination diagram for all systems involved in the delivery of operational data to officers
+ Data Quality improvement through the analysis of data management practices and identification of improvement initiatives in areas of data cleansing, data integration and data quality assurance
+ Prepare data migration pathways between existing legacy systems and long-term strategic data stores
+ Examine the source of low-quality data and data defect problems and develop solutions that improve data quality in all key operational systems
+ Create data dictionaries and data catalogues for key systems and integrations
The following products will be generated:
+ Develop the Data Migration pathway for the Policeworks/Corvus integration
+ Data Dictionary for all DPP operational policing systems
+ Data Catalogue for DPP operational policing systems
+ Data Model for policing within GMP
+ Data Quality Dashboard for key and critical operational systems
+ Data landscape diagrams to describe the movement of data between systems and to become a component element of the wider enterprise data architecture
